So far as I have observed, the lady selected by the Crown Agents on the terms of the Agreement contained in C.S.O. No. 305 of 1890 was very well suited for the purposes of the Government Central School for girls. I mention this because it indicates that the instructions given at the time to the Crown Agents, and the terms embodied in the Agreement drafted by the Crown Agents have proved satisfactory.

I beg to recommend in the first instance that the resignation of Miss Mann be accepted from 1st September next, but with the express understanding that the acceptance of her resignation does not release her from her obligations to repay the full amount of her passage money and her training expenses, regarding which I shall make a separate recommendation in a separate document.

I further beg to recommend that immediate measures be taken to move the Right Honourable the Secretary of State to instruct the Crown Agents to arrange for a successor to Miss Mann being selected on substantially the same conditions as those embodied in the Agreement made by the Crown Agents with Miss Mann under date of 11th January, 1890, with the following slight modifications: - (a) In paragraph 3 of the Agreement for the words "organisation of the School" read "completion of the organisation of the School" (b) In paragraph 10 of the Agreement the amount of repayment of training expenses (if any) may be different, and it may be desirable to add some stipulation preventing subsequent dispute as to the amount of repayment.
